Senior Applications Analyst/Developer (HR /Payroll)


The University is seeking to recruit a Senior Applications Analyst /Developer to work within a dynamic and industrious team providing new developments and support of the University’s in-house Oracle HR /Payroll application. This is an exciting and challenging opportunity for a self-motivated individual with skills in Oracle software development, support, business analysis and project management to plan and lead on various work streams for the HR payroll system.

The HR /Payroll Application is built on a variety of Oracle technologies; the user interfaces are developed in Oracle Forms & Reports as well as Apex self-service for the student and staff portal and are underpinned by a number of complex algorithms in PLSQL packages to satisfy the statutory requirements of a variety of external bodies such as the Home Office (UK Visas and Immigration), HMRC, the Department of Works & Pensions, the Pensions Regulator and various Pension providers. One of the key aspects of this role is to plan, lead and ensure statutory returns to Pensions and HMRC are maintained and re-developed in accordance with statutory timetables and requirements, requiring the post holder keep abreast of new developments in the related forums and interpret external literature/requirements into technical specification against a variety of implementation cycles.

The successful candidate will be an experienced Oracle Programmer, with a variety of skill sets in Oracle development toolkits, including Oracle SQL/PLSQL, Oracle Forms, Apex & Reports in Web Browser, Windows and Unix Platforms. In addition, prior experience in playing a leading role in the analysis and implementation of both externally and internally generated specifications is essential. The candidate will be able to demonstrate a proven track record in the development of technical specification, quality system builds and testing procedures; innovation and precision are key to this role as well as the ability to demonstrate the ability to work to tight and hard deadlines.

Working closely with a lead Business Project manager/analyst, the post holder will lead various technical work streams within the HR/Payroll area of business to implement various projects including: re-development of the Apex Application to manage Supplementary Payments for ‘Guaranteed Hours’ contracts; on-going support and enhancements for HMRC Returns Processing; enhancements and regulatory changes for Pension Schemes; Online Services enhancements; and resolving issues with IT access for ad hoc workers. You must demonstrate an ability to work collaboratively with other teams, leading and directing actions from meetings, and drive the implementation of robust IT applications that fall within your remit.

A working knowledge of HR, Payroll and Pensions business areas, would be an advantage for this role.
You will be a self-starter with the ability to work in a fast paced environment, be able to demonstrate previous experience of Project Management working both autonomously and as a team player, and you must be able to hit the ground running for the required core development skillset. Excellent communication skills are essential and you need to be able to demonstrate a track record of innovative Oracle Development with problem solving abilities.

The role is part of a wider team within Business Systems and will be supported by a highly experienced Line Manager and technology experts including the Oracle DBAs and Server Managers within the Infrastructure Team.
